Federal Prosecutors Dismantle Massive Immigration Fraud Scheme: 1,000+ Sham Marriages Exposed

Federal prosecutors have charged 11 individuals in what they’re calling one of the most consequential fraud prosecutions in U.S. history. The defendants operated a decade-long green card scheme from 2016 until last month, arranging over 1,000 sham marriages between foreign nationals—primarily Chinese citizens—and American citizens seeking permanent residency.

The operation was sophisticated, nationwide, and deeply corrupt. Based in New York City but extending to Florida, Massachusetts, Kentucky, and beyond, the network operated as a multi-million dollar cottage industry built on lies and deception.

The business model was ruthless. Foreign nationals paid up to $100,000 for sham marriage packets. American citizens were paid up to $30,000 in carefully timed installments—upon signing the marriage certificate, completing USCIS interviews, and other milestones. Recruiters who enlisted Americans earned approximately $5,000 per person. The scheme was profitable precisely because it was systematic and scaled.

To deceive federal authorities, the conspirators manufactured elaborate illusions of legitimate relationships. Couples who had just met were rushed through quick wedding ceremonies with photographers to generate evidence for immigration authorities. Joint bank accounts were opened. Joint tax returns were filed. Coaching sessions were mandatory before USCIS interviews, with participants drilled on potential questions and trained to cover up the fraudulent nature of their marriages.

This wasn’t amateur hour. This was organized crime targeting America’s immigration system.

Attorney General Todd Blanche stated the obvious truth: “This scheme was not a quick fly-by-night operation, but rather a yearslong multi-million-dollar cottage industry to criminally assist people who would not or legally could not otherwise become citizens of the United States.”

The investigation involved Homeland Security Investigations, the FBI, and USCIS’s Fraud Detection and National Security unit working in coordination to dismantle the operation.

USCIS Director Joseph B. Edlow emphasized the stakes: “Anyone willing to lie, cheat, or steal their way into legal immigration status is a direct threat to America’s national security. USCIS will continue to expose fraud, defend the rule of law, and ensure immigration status is reserved for those who truly qualify.”
