South Dakota Governor Signs Three Landmark Pro-Life Bills - Revival Nation News - Blog

South Dakota Governor Larry Rhoden has signed three sweeping pro-life bills into law whist at the Alpha Pregnancy Resource Center in Sioux Falls, capping a nine-week legislative session with one of the most consequential signings for life-affirming law in South Dakota’s recent history.

 

The ceremony drew state legislators, the Attorney General, lobbyists, and pro-life advocates from across the state to witness the adoption of three measures: House Bills 1257, 1274, and 1313.

 

The bills, supported by South Dakota Right to Life, passed by wide margins in both the House and the Senate, and will take effect on July 1, 2026.

 

“South Dakota is the most pro-life state in America,” Governor Rhoden told attendees. “Our laws reflect the fact that an unborn child is a person, and that child is worthy of our protection and respect.”

 

The choice of the Alpha Pregnancy Resource Center as the signing venue was deliberate, connecting the legislative action directly to the daily, community-level work of South Dakota’s pro-life movement. This center, like hundreds more across the country, provides free pregnancy tests, ultrasounds, and support services to women and families in the Sioux Falls area.

 

Criminalizing Chemical Abortion Pill Trafficking

 

The broadest of the three measures, House Bill 1274, makes it a felony to dispense, distribute, sell, or advertise chemical abortion pills for the purpose of an unlawful abortion in South Dakota. The bill also creates civil penalties and gives the state Attorney General expanded authority to prosecute companies and individuals mailing or otherwise trafficking such drugs into the state.

 

“By stopping illegal abortion pills from coming into South Dakota, we continue to stand for life and protect the next generation of South Dakotans,” the Governor said. Disturbingly, chemical abortion pills carry a complication rate significantly higher than what the abortion industry has historically acknowledged.

 

Clarifying When Medical Care Isn’t an Abortion

 

House Bill 1257 amends South Dakota’s statutory definition of abortion to state explicitly that treatment for miscarriages and ectopic pregnancies doesn’t constitute an abortion under state law. While existing law already permitted these treatments, the clarification was necessary to cut through years of misinformation suggesting pro-life statutes could interfere with urgent obstetric care.

 

The bill also removes any ambiguity from the law’s language, making clear to medical providers and patients alike that these critical interventions are fully protected and will never be restricted by South Dakota’s pro-life statutes.

 

Prenatal Development Videos in Public Schools

 

House Bill 1313 requires that any South Dakota public school course covering human growth, development, or sexuality include at minimum a three-minute video on prenatal human growth and development. This measure will give students a factual, visual understanding of life before birth and help them think with greater clarity about the ethical questions surrounding the beginning of life.

 

Governor Rhoden closed the ceremony on a firm note: “My signature today will strengthen South Dakota’s pro-life laws.”

 

All three bills take effect statewide on July 1, 2026.
