CIA Explored Turning People into Unwitting Assassins

Declassified records from the Cold War era have exposed a chilling CIA initiative known as Project Artichoke which focused on behavioral manipulation and “special interrogation” techniques, including drugs, hypnosis, and psychological coercion in order to determine whether individuals could be compelled to act against their will.

The highly classified effort, which ran from 1951 to 1956, had a particularly disturbing memo from 1954. The memo, released years ago but recently drawing renewed attention, outlined a hypothetical scenario: Could a person of [redacted] origin be induced to carry out an attempted assassination involuntarily through Artichoke methods?

The target in question was envisioned as a high-ranking foreign politician, though the document explicitly noted the technique could extend to an American official “if necessary.”

According to the memo, CIA operatives planned to exploit the subject’s known heavy drinking by slipping a drug into an alcoholic cocktail during a social gathering. Once compromised, the individual would undergo Artichoke techniques such as hypnosis or related influence. The individual would then be triggered to attempt the killing. The plan was described as a test of concept, with agents dispatched overseas between January 8 and 15, 1954, to assess its feasibility.

The subject profile described in the files was a former Agency contact who had recently left a government-linked position in their home country. Operatives involved were typically around 35 years old, well-educated, and fluent in English.

While the documents lay out this elaborate scheme in detail, a handwritten note at the end clarified that the operation was “simulated only,” indicating it remained a thought exercise rather than an executed plot.

Project Artichoke served as an early forerunner to the more infamous MKUltra program, which expanded on mind-altering experiments in the following years.

Much of the evidence from both initiatives was deliberately destroyed during the 1970s amid growing scrutiny. The Artichoke files only surfaced publicly in later decades, largely through Freedom of Information Act requests, with some materials declassified as early as 1999.

These revelations underscore the extreme measures considered during the height of Cold War paranoia, where ethical boundaries were repeatedly tested in pursuit of perceived national security advantages. There is no confirmed evidence which has emerged that such involuntary assassination programming was ever deployed in the field.
