Trump Administration Weighs Family Aid Plan for Stay-at-Home Moms

The Trump administration is reportedly considering a proposal that could provide married stay-at-home moms with as much as $9,000 per child annually, a move intended to recognize and support families choosing to raise children at home.

According to reports, the proposal has received strong encouragement from Vice President J.D. Vance. It would expand eligibility under the Child Care and Development Fund, or CCDF, which traditionally assists working, lower-income families with childcare expenses.

Under the draft framework, participating parents would have to be married, with one spouse working at least 35 hours per week while the other remains home to care for their children. Existing CCDF income limits would continue to apply, generally restricting eligibility to households earning no more than 85% of their state’s median income. Single, non-working parents would remain ineligible.

Although the proposal could encourage marriage and parental involvement, Family Research Council President Tony Perkins cautioned against using direct government assistance as the mechanism.

“I think kids do better if they are at home with their moms and dads,” Perkins told The Washington Stand. “However, the mechanism by which we support that matters.”

Perkins argued that refundable tax credits, including an expanded Child Tax Credit, would offer a more responsible approach. He warned that even though the proposal would initially use existing CCDF funding, government programs often expand and become permanent—an especially serious concern as the national debt approaches $40 trillion.

The First Five Years Fund also raised objections, though from a different perspective. Executive Director Sarah Rittling said parents should have more childcare choices but warned against forcing additional families to compete for already-limited CCDF resources. She also maintained that such a significant change should involve Congress.

The debate arrives as the American family continues undergoing a historic transformation. Census Bureau data show that married couples with children now represent a considerably smaller share of U.S. households than they did 50 years ago.

For families of faith, the proposal raises an important question: How can government honor the vital work of mothers and fathers without creating greater dependency, waste, or debt? The administration’s final answer could significantly shape the national conversation about marriage, parenthood, and family policy.
