Alaska Medical Board Moves to Protect Minors from Gender Transition Procedures

Alaska’s Medical Board unanimously proposed draft language classifying surgical procedures and chemical treatments for gender dysphoria in children as “unprofessional conduct,” marking a significant step in regulating such practices.
Unlike 27 other states with legislative bans, Alaska’s board acted independently of the state legislature.
Dr. David Paulson, a neurosurgeon and board member, emphasized protecting youth with caution, stating, “Protecting youth means acting with compassion but also with caution. Our first duty is to do no harm, and irreversible choices should wait until they can be made with an adult’s understanding.” He further noted the board’s responsibility to shield children from interventions that could permanently alter their bodies before they can provide mature consent.
Dr. Matt Heilala, one of five physicians on the eight-member board, drafted the proposal. Appointed by the governor and confirmed by the legislature, Heilala resigned after submitting the draft to run for election, joining eight Republicans competing to replace term-limited Governor Mike Dunleavy. Despite Republican control of the House and Senate, a coalition of renegade Republicans and Democrats has slowed legislative efforts to restrict gender transition procedures for children.
Alaska’s move follows Florida’s medical boards, which in November 2022 implemented safeguards before stricter laws, including criminal sanctions, were passed. The proposed draft will undergo review by the attorney general’s office, a 30-day public comment period, and additional procedures before a final vote.
This action reflects a broader shift toward prioritizing child protection throughout America, with Alaska’s board setting a precedent that other states may consider following.
